Frances Carnot is a wife, mother, teacher, advocate, and leader, whose life story is one of service and accomplishment. Frances has dedicated her life to the proposition that people are empowered through education. As a wife, mother, and educator who raised a family in the district, she understands the work that must be done to ensure that our children enjoy the same opportunities her family has enjoyed. As an advocate, mentor, social worker, and adult probation officer for the domestic violence court of Bexar County, Frances has witnessed the consequences of inadequate schools, poor decision-making and the serving of special interest before our common interests. Frances believes that the school districts in house district 122 are the foundation for our growth and prosperity. They should be recognized and their excellence nurtured and protected by the state legislature.
Frances Carnot graduated from Our Lady of the Lake University of San Antonio and entered the teaching profession in 1978. That same year she married Alfred A. Carnot who recently retired as Captain of the San Antonio Police Department after 33 years of service. They have a son, Alfred E. Carnot.
As an educator, she has served as an elementary and secondary teacher, and college instructor. As an advocate, she has been a mentor, social worker, and adult probation officer for the domestic violence court of Bexar County. In these positions, Frances has created and implemented programs to help families and children.
Frances respects all faiths, and follows her path as a Christian. As a cancer survivor, Frances understands the strength that faith brings to individuals and families in times of crisis and great personal challenge.
Frances Carnot’s dedication to providing every constituent with a voice in government has been recognized by an appointment to the Texas Advisory Council for the United States Commission on Civil Rights. Her candidacy continues her commitment to that cause. She believes that elected leaders must serve all their constituents and not just special interests. Frances Carnot understands that all legislation in the Texas House of Representatives must serve the best interests of District 122.
Frances Carnot believes that government must respect the family and recognize its place in the community. Protecting the unique role of family must be a priority of the legislature. The work of women and men, at home, at jobs, and in professions must be honored and valued in legislation.
From her long experience at public service, Frances Carnot believes that leaders must bring people and communities together with a common purpose and never divide them with false issues. Leadership in District 122 must be defined by the opportunities it creates and its willingness to seek common sense solutions to challenges.
